Dr. Fred Nana Biney, Ph.D., is Founder and President of Rocky Hills Leadership Institute and an adjunct lecturer who teaches a range of leadership courses.
Ph.D. in Human Services (Criminal Justice); M.S. in Urban Planning and Economic Development; bachelor’s degree in Political Science/Law; advanced leadership training. Expertise in leadership, human services, achievement, planning, and social systems.
Mr. Charles Kwaku Baah Biney holds a Bachelor's degree in Political Science and two Master's degrees in Business Management and Educational Leadership, earned in the United States. With more than 35 years of entrepreneurial experience, he has established and managed businesses while mentoring emerging entrepreneurs and supporting startup development. As Program Director, he brings practical business expertise and academic leadership to RHLI's entrepreneurship education.
Mr. Charles Kwaku Baah Biney is an experienced entrepreneur, business leader, and management professional with more than 35 years of practical experience in business ownership, enterprise operations, and small-business development.
He holds a Bachelor's degree in Political Science and two Master's degrees earned in the United States, specializing in Business Management and Educational Leadership.
His multidisciplinary academic background combines an understanding of governance, organizational development, business administration, and educational leadership with extensive practical entrepreneurial experience.
Throughout his professional career, Mr. Biney has successfully established, operated, and managed his own business ventures while providing guidance and support to emerging entrepreneurs and newly established businesses.
His experience includes business planning, operational management, organizational decision-making, entrepreneurial development, and the practical challenges associated with establishing and sustaining successful enterprises.
As Program Director of the School of Entrepreneurship and Enterprise Leadership at Rocky Hills Leadership Institute, Mr. Biney brings together academic knowledge and decades of firsthand business experience to support the development of aspiring entrepreneurs, business professionals, and emerging enterprise leaders.
His educational approach emphasizes practical entrepreneurship, strategic thinking, responsible business leadership, innovation, and the importance of transforming ideas into sustainable economic opportunities.

Mr. Mensah brings experience in IT governance, cybersecurity, software development, international project coordination, and technology entrepreneurship to practical teaching and student mentorship.
Mr. Nii Nai Mensah is a technology leader whose professional experience spans cybersecurity, digital forensics, IT governance, secure software development, business administration, and international project coordination. He serves as IT Manager and Office Administrator at Ankoma-Sey, Apatu-Plange & Partners, a law firm in Accra, Ghana, where he oversees technology operations, information security, and related compliance functions.
He also serves as Project Coordinator at Blusimba Technologies Inc. in Maryland, United States, coordinating an Agile software development team of approximately 15 professionals across three continents. Earlier in his career, he founded and led Sprouty Concepts for more than a decade, delivering web applications, network infrastructure, security testing, and vulnerability mitigation services.
His credentials include an LLB; an advanced certification in Cyber Security and Digital Forensics from Kwame Nkrumah University of Science and Technology; a Diploma in Cyber Security and Ethical Hacking; training in IBM Cyber Security Analysis and Python for Ethical Hacking; and an Executive Mini-MBA. He has reported ongoing Pre-Bar studies at the Ghana School of Law. His development experience includes PHP/Laravel, Python/Django, MySQL, JavaScript, and cloud deployment.
At RHLI, Mr. Mensah’s primary appointment focuses on cybersecurity and technology education under the departmental leadership of Dr. Lawyer Dompre. His concurrent Entrepreneurship School role focuses on digital enterprise, technology-enabled innovation, and mentoring emerging entrepreneurs.

Ms. Angel Libbyson Naana Biney holds a bachelor's degree in Robotics Engineering and a master's degree in Engineering and Technology Management. She serves as a Research Engineer Fellow at Armitech Corporation in the United States.
Her academic and professional background contributes to interdisciplinary teaching in robotics, engineering technology, innovation and technology management.
She serves as an Adjunct Faculty Member and Lecturer in both the School of Technology, Cybersecurity and CCTV and the School of Entrepreneurship and Enterprise Leadership.
Her work supports practical technological learning and the application of engineering and management principles to enterprise development.
Mark Ofei holds a BSc in Computer Science and Physics from the University of Ghana, Legon, a Teacher Training Certificate from the Institute of Physics, and a Certificate in Career Development in ICT. He brings more than 12 years of industry experience to practical, career-focused technology teaching.
Mark Ofei serves as Assistant Program Director and Lecturer in the Technology Department. He holds a BSc in Computer Science and Physics from the University of Ghana, Legon; a Teacher Training Certificate from the Institute of Physics; and a Certificate in Career Development in ICT.
He brings more than 12 years of industry experience in IT infrastructure, cybersecurity, enterprise systems and CCTV. He has managed complex IT environments, led teams, and implemented technology solutions across public and private sectors.
His background combines scientific reasoning with formal training in instructional methods, lesson planning and student engagement. He makes complex concepts accessible through practical teaching in networking, system administration and digital transformation, helping students connect technical knowledge with real-world applications and future careers.
Dr. Bishop Adu guides pastoral training through more than 35 years of Christian ministry and international pastoral leadership.
Leads pastoral training, drawing on 35+ years in Christian ministry, senior pastoral leadership, evangelism, church development, and international ministry.
Dr. Nyaungwa guides theological education through Christian education, international ministry, and outreach.
Leads theological education, drawing on a doctorate in Christian Education and experience in international ministry, outreach, and community engagement.
Madam Fatima Caliph serves as Senior Administrator and Director of Admissions at Rocky Hills Leadership Institute.
She holds a degree in Media and Mass Communication and brings extensive professional experience in corporate and public relations, office administration, and organizational management.
Her expertise in professional communication, administrative coordination, and organizational leadership strengthens the Institute's commitment to academic excellence, institutional efficiency, and responsive student services.
In her dual administrative capacity, Madam Caliph oversees admissions coordination, prospective student engagement, administrative support, and institutional communication.

These two books introduce the philosophy and principles that guide learning at Rocky Hills. Every enrolled student obtains both as required core texts.
These are the only books students are required to buy. RHLI provides the remaining course readings and learning resources through Institute-prepared lessons, open-access external libraries, scholarly articles, educational videos, and other approved materials.
Student e-books are the recommended format, with reduced student pricing subject to final institutional pricing. Print editions are optional.
Eligible learners with limited connectivity, travel, work demands, or high data costs may request an offline course pack where available. Offline materials supplement assignments, assessments, seminars, and instructor guidance.
Successful completion leads to an RHLI Certificate, Professional Certificate, Advanced Certificate, or Diploma according to the approved program. The Presidential Scholarship covers instructional tuition; a modest credentialing fee supports completion verification, records review, preparation, administration, and issuance.
The credential is not purchased. It is earned through successful completion and formally issued through the RHLI credentialing process.
